Why does my Gtx 780 run at PCI 1.1 x16?

I click the ? for the render test and it switches to 2.0 x16 pci.e but 2 minutes later i check back in the GPU-Z program and suddenly it is at 1.1 x16 again? please help! how to fix this,

I don't think I've ever had an MB that ran over PCI 1.1 while nothing was running as long as it changes while running the render and doesn't change back before the render is closed it's probably fine.

I checked with my 780 and every time it down clocks to lower than the reference clocked it says:

PCI-E 3.0x16@16 1.1

but if I do the render test it says:

PCI-E 3.0x16@16 3.0

but what worries me is that you are using PCI-E 2.0 not 3.0, which is fine but may lead to a performance decrease as I've heard
 
Agree with the others and Leeb2013, dropping to PCI-E 1.1 when idle is normal.
But...
It probably should be reporting PCI-E 3.0 when under load, you're not missing much performance, just a few percent but you may want to look into it.
What CPU is installed? Most that fit that motherboard support PCI-E 3.0 but not all.
Check the motherboard manual and see if the card is in the correct slot, it's an easy mistake to make!
Check you're using the latest release of GPUZ and that the motherboard and graphics card drivers are the latest WHQL versions.
Check the motherboard BIOS version, but only flash it to a newer revision as a last resort, it's a risky operation and can be difficult to undo or recover from if something goes wrong.
 
Thanks for all the answers, I run a i5 2500k cpu so that's why i can't run 3.0, but yeah it always switches to 2.0 when i run games, so i guess its fine!
