Why does my internet have really bad days?

So, I use a set of power-line adapters as my room is quite a distance from the router. Now on some days, I get really good internet(1.5mbps download speed on steam) and others the internet is shocking(As low as 25kbs). At first I thought it was because other people were using the internet but even as I write this, I am the only one home and all the appliances that would use internet are turned off. Why does this happen. It also feels like it happens in sections. Maybe one week I get good internet and then for the next two weeks, its terrible. Then the internet gets better again and the cycle repeats itself. Just wondering if anyone can give a decent explanation as to why this happens?

(Edit) Also Just wanted to mention that occasionally, my internet will completely just cut out for no reason from my pc, even though all other devices work fine, if just slow.

I would get a long ethernet cable that you can connect from your pc directly to the router. This is just for testing so you can run it over the floor etc.

You goal is to see if it is the powerline causing it or it is a issue with maybe your router or more likely some issue with your internet connection.
Which technology is your internet? (LTE/Mobile or DSL/landline or DOCSIS/Cable)
Are you connected via WiFi or Ethernet?
Are you living in a rural area or downtown?
Are there any patterns to when it's bad and when it's good (for example weekends, evenings, bad weather)?

I am connected through ethernet (powerline adapters), we live close to the city. It always seems to be a bit better on weekends. Bad weather doesn't seem to affect it.
