Why does my laptop's wireless card outperform my desktop's premium wireless card?

My laptop is a Lenovo Flex 2-15 and it has an Intel(R) Dual Band Wireless-AC 3160 Card.
My desktop on the other hand has a D-Link DWA 582 Wireless AC1200 Dual-Band PCI Express Card.
However when I run tests on them both, my laptops can handle speeds of up to 45MB/S whereas my desktop can only handle speeds of up to 8MB/S. What's going on?

First thing I would check would be to see if its even connecting over the AC standard over if its falling back to the b, g or n standard. With speeds that low I really wouldn't be surprised if its unable to make an AC connection and is falling back to an old standard to establish the wireless link.

If you just want to be sure the card works correctly at all with AC. I would move the desktop so it is in the same room and the antenna can has a clear line of sight with the router.
 

I did both tests in the exact same room so I'm not use what's going on. Is one card superior to the other?
