Question Why does my monitor look like it's broken ?

When i start my pc the bottom of monitor looks like its broken but after a few minutes it looks like normal
 
What does "looks like its broken" look like?

Are you able to take a photograph and post via imgur?

That said, "sight unseen"....

Probably some loose connection or component.

Warms up, expands, the connection tightens.

Try re-seating all PC cards, cables, connectors, etc..

Culprit could be in the monitor as well - you will probably need to leave the monitor alone.,

No harm in reinstalling video drivers - just as a matter of elimination.
 
Do your desktop where program icons are also looks distorted? Or this picture appear only after turning on or restart during system boot (before desktop appear)?

If glitches happen only during boot time then you may not bother about them.

If glitch does happen in desktop, check if monitor cable is not loose at both ends. If cable is seated tight then:

If monitor is connected using analog VGA cable (blue D like connectors), try to find and run auto calibration from monitor menu.

If not, you can reinstall display drivers.

If that does not help, it may be possible that you have GPU control software which loads together with user session and configure desktop in correct look.

If not anything of all above then your monitor have physical fault and must be taken to repair.
 
actually it does not appear during system boot it appears when desktop shows up and program icons look distorted too and i use hdmi cable if i format the pc will it disappear maybe?

Bit of a late thought but there could be some corruption within Windows itself.

Try running "sfc /scannow" and "dism" via the Command Prompt.

Either one or both could find and fix something.
 
i did it but it's still same and i can confirm that its because of my pc i tried with another pc and its pretty normal i am going to get it formatted tomorrow thanks for you help
