Why does my motherboard only work with 8gb ram when it supports 16gb?

motherboard: gigabyte ga ma785gm us2h
ram: ddr2 Kingston KVR800D2N6/4G -800mhz 1.8volts - 4gb stick each
CPU: AMD phenom II x6 1055t

When I put two of these in the motherboard it boots and when I put 4 in it doesn't boot. The motherboard supports 1.8v ram by default. What should I do? the ram works, just not when there is 4 sticks in the computer.

You said that two of them work - what if you insert the other two in the same slots? By that I mean, insert sticks A and B into slots 1 and 3 and then insert sticks C and D into the same slots and see if that works.

So when you claim that only 2 of your sticks are working, did you try taking the other sticks and putting them in the same slots as the working ones were in ? It could be a power issue but I first Just want to see if this could potentially be an issue with the memory or the motherboard itself

I tested each stick of ram and they all worked so, the question still remains.

I put the other two sticks of ram in the slots and they worked, so all of the ram modules work.

I have some options in the motherboard intelligent tweaker.
here is two:
(Northbridge volt Control) option one: normal, option two: +0.1v, option three: +0.2v, and lastly option four: +0.3v.

(CPU NB VID Control) options range from +0.025 up to +0.600v and can be increased by increments of 0.025volts

I don't want to fry my computer and would prefer to make small increments but I can only change my ram voltage in increments of 0.1volts. so the default is 1.8volts and the next option increase is 1.9volts.

What should I attempt to do first?

ok so 4 sticks of ram with the NB VID set to 1.25volt doesn't work. Should I keep increasing by increments of 0.025? I noticed when I put in 3 sticks it got farther through the POST/BIOS screen or whatever you might call it, but then hung up and didn't boot fully.

the pc starts beeping when I have 4 sticks in. When I have 3 sticks it just freezes on POST/BIOS screen. I tried 1.275v and it didn't work.

System: Windows 10 Pro, AMD FX-8350, ASRock 970 Pro3 R2.0, 4x4 GB Kingston DDR3 1866 Kingston Hyper Fury Black
Motherboard should support 32 GB DDR3 2100+(OC)/ 1866*(OC)/ 1800*(OC)/ 1600*(OC)/ 1333/ 1066/ 800.

I've decided to extend my 2x4 GB RAM by two additional sticks of the exactly the same specs.
System did not boot and I have tested any combination of sticks and slots to be sure that all sticks and slots are OK.
I have restarted to UEFI and lowered memory frequency to 1066. PC booted successfully and I worked my way up step by step restarting to UEFI and increasing frequency.
Now I can boot the PC using 16 GB of RAM on 1600.
