When I turn off my monitor my taskbar is half hidden when I turn it back on again. If I change my scaling settings, then change them back it comes back to its full size.

How old is the monitor? I’ve had similar issues with older ones before. Easiest first step is to update drivers from the manufacturer(s). If this hasn’t been done in a while, there is probably a new graphics driver.

Is your system custom built, a laptop, or a desktop from a certain manufacturer? If it’s custom built, provide the full system specifications so we can point you in the right direction.

I should mention that I think the problem started when I bought a new AV receiver and connected my GPU through it and my TV as a second display.

Now I've run into a different problem. Even though my main display (Samsung monitor) is connected to my GPU, when I turn of the receiver, I lose signal to the monitor. I think this started when I updated the monitor software.
