Why does windows recommend 1080p on 720p screen?

Ok so I connected my laptop via HDMI to my TV and my TV automatically set the resolution to 1920x1080 but my TV is a 720p TV! Also when I went to check the resolution in the screen resolution settings window (by right clicking desktop) its mentioned there that 1080p is the recommended reolution.

My dell monitor does not allow me to go beyond 1366x768 let alone recommend me a higher resolution, do tvs work differently?

Can someone explain?

The display will scale the resolution to fit its resolution. If the input is 1080 and the display's resolution is only 720 it will scale it down to 720. New displays do this very well and is not too noticeable.

Ok, so what you're saying is that the TV is capable of taking in a 1080p signal but displaying only 720p. So the engine downscales it and thats why windows recommends 1080p right? Because I dont wanna damage my TV by setting it to a higher resolution than it can actually handle, but at the same time I would like to keep the 1080p resolution because when I get working with my laptop on that screen (i'm thinking of getting a wireless mouse so I can sit back and do stuff) I'd need the higher resolution to manage the software menus and tools (on 720p resolution some tools end up disappearing below the screen and aren't scalable so I cant access all the options). If it runs the risk of damage I'll just try save up money for a full HD monitor.
 
OK and another thing could people tell me whether computer monitors are capable of this downscaling feature or not? Because to be able to display a 1080p picture on an hd ready screen cause the picture to be blurry, distorted or it simply blanks out. Could some one highlight the difference between a monitors process of displaying as compared to a tvs that renders monitors unusable with higher resolutions?
