Question Why has my newly installed GPU made my pc laggier/freezy?

Ive recently installed a new gtx 1060 in my pc. Games run pretty good. But my pc like opening tabs on google or running applications is very laggy.

PSU: EVGA white 500w
Gpu: gtx 1060 3gb
motherboard: msi 760g23 fx

Any. Help is greatly appreciated i am very stumped and it sucks because i was super excited about my upgrade!
 
Recently Installed a 1060 gtx 3gb in my rig replacing a old crappy AMD card. Playing games seems to run beautiful but loading google chrome tabs, opening up applications and using the internet in general is very laggy and slow. Im not sure what the cause could be? i DDU'd old drivers and installed the newest NVIDA drivers for the card it needed, updated to windows 10 anniversary and did a clean reboot and it still performs slowly. Just wondering if anyone has any suggestions? id love to be able to use my card and not have such a freezy/laggy experience.

gpu: GTX 1060 3gb
psu: 500w evga white
motherboard: MSI 760pg23
cpu: AMD FX 6300
