Why is FTP getting capped to 3 MiB per second to a home computer?

Transferring files to my FTP server, which is on my home internet, is always capped to 3 MiB per second and I can't seem to find the cause of it.

I've made sure that the FileZilla server is not being limited. There is a possibility that the server may be at fault, because it is just an old computer with a single core @ 2.3 GHz, however the drive on that is not very large so I only have the OS and software on that computer, when the actual files get transferred onto an external drive which supports USB 3.0, however the computer does not. Could USB 2.0 be limiting it?

The computer is also kind of connected weirdly. The computer has an ethernet connection to a WiFi extender, which is then sent wirelessly. The client is wi-fi only. Could the network configuration be limiting this?


The 3 MiB limit is not a huge problem, but it would be very helpful to potentially increase the speed if possible.
 


The primary router is unfortunately downstairs, which is the reason in why I'm using the wi-fi extender. A 50 ft ethernet cable is the longest I have, and doesn't reach downstairs.

Looking at the disk usages while transferring, I can tell that it's not the disks limiting the speed. The drive in my main machine has about 1% active time, and maxes out at around 4 MB/s read. I know that the read speeds can go higher in that. The external drive 25%-50% active time, and maxes out at about 10MB write, which is kind of odd to me... Why is it writing more than it's reading?

I can't think of any other factor that could be limiting it besides the primary router, which is what came from the ISP.
