Question Why is GPU core frequency so low ?

I want to buy a gtx 770 and the guy I am buying it from says it has "frame drops". The price of the card is $55

I noticed in the test its core frequency is 400 instead of 1200Mhz, is that a driver issue or the card is faulty ?
The card boosts to 1200 then drops to 400 Mhz. There is no thermal throttling by the way.

There's no way to know what's going on without running some tests.
I would never buy a used card where the seller actually says that the card is having some type of issue.

well he is selling it for half of the price of the card in my countryafter some negotiations
and i thought a 15 minute test would be good for stressing the gpu and making sure it doesn't crash in the test

Not good enough. There could be artifacts all over the screen and a 400MHz core tells me that there could potentially be some thermal issues.

The GPU's core goes down to 400MHz when it shouldn't. This tells me there is possibly something wrong with the GPU. Do you want to take that chance?

well i can only change the thermal paste and clean the gpu
maybe install new drivers
do you think paying 50% of the gpu's current price is worth it?
