Question Why is GPU usage so low?

i have an rtx 2070 super paired with the ryzen 5 3600. while playing GTA V i noticed that i only get a maximum of 4% gpu load, it doesnt go beyond that, but on other games like csgo,valorant it can go up to 50% and it doesnt go beyond that aswell. shouldnt gpu's go up to 90% load on games?? it would be great if you guys can help me out since its my first pc build.

what do you use to see the gpu usage?
cpu/gpu temp and usage during the game?

msi geforce rtx 2070 super ventus gp
t force night hawk 3200mhz ddr4 (32gb)
msi b450 tomahawk max motherboard
x63 aio cooler nzxt
adata ssd rgb 1tb
corsair rm650 psu

gpu and cpu temp
stays around 50-60

i use nzxt cam to monitor cpu and gpu usage
