Question Why is GTA V Lagging on a recommended PC?

I Noticed that GTA V runs so bad like on 9 fps on my PC, I tried cleaning background junk but did not work, My PC specs are: Core i5 4590 3.30 GHz Quad core, 2x4 GB ram clocked at 1800 MHz, XFX Radeon 5450 2 GB, But why does the game lag?

your gpu is pretty weak for that game, and you most likely going to hit bottlenecks most of the time with this cpu, since GTA5 is very GPU card hungry rather than CPU, itll slow down your cpu, making it pre-render the frames slower for the GPU.
A cheap GTX660 should be better, but I'd recommend investing 50-70$, for "Medium" settings in-game. Also the current GPU uses a passive cooling, overheating CAN and will slow down your game even more.

Depending on settings i actually find gtav to be more cpu demanding, but with a weak gpu, it wont run well.
You could turn down your settings or render scale to try to help out a bit, however i thing a gpu upgrade is needed to get a playable experience.

If you provide an upgrade budget, psu model, and case model, we can suggest a good upgrade for you system. An I5 4590 should be able to play the game decently with the correct card.

Yes, depending on CPU actually. For some reason on my i5 which is worse than his, the load wasnt higher than 15%, but on a friends machine with a weaker GPU than mine he had over 30% load. I guess it takes GPU over CPU but if GPU has not much to offer, it takes more of CPU, that would be my theory. Some games are optimized this way, and GTA5 is very well optimized, to my surprise i was able to run it on max settings 45FPS on a i5 3450 with 6GB ram and GTX 660. But once I got my gpu upgraded, it started to eat that vram like crazy resulting in way less load on my CPU. Has something to do with multithreading.
Now a list of games and their Hardware priorities would be nice :)
 
Agreed GtaV is pretty optimized.
I have a Ryzen 3 1200 4c @3.7ghz with a weak GTX 1050.
With the wrong settings i got massive frame dips as my cpu went to 100% and gpu low usage. Usually my 1050 limits the ryzen 3 in other games, so i think GTA is more cpu needy than other games. With the correct settings (1080p medium ish) i get a pretty stable 75fps. Concidering his I5 4590 beats a stock 1200 but loses to an oc 1200, i would thing with a decent gpu, his cpu should run the game well.

That wont do much.
Get a proper GPU with a fan, GT710 is passive cooling again AND bottlenecks your CPU again, you will get at most 15-20fps on low.
The calculator gives an estimate, its never accurate since bottlenecking is a complex process, but its enough to get a rough estimation.
So if youre ok with 20fps, fine, youll lag during fast car driving (which is crucial for missions and chases) and cutscenes + sound stuttering.
What is your budget?

For 60 you should be able to get a 750 Ti for around 30fps, or for 80 bucks a 1030 GT for 35-40fps at most on medium.
a 710 GT is around 40$ for some reason, so not much difference there, if you have 100 to spare -> GeForce GT 730 4GB

Thanks for replies folks, I thought I was screwed because I can`t return back the PC, But now I know that AMD Radeon HD 5450 is for 2D editing only and crap when it comes to gaming.
 
Yea, that video card isnt really ment to run modern games at 1440p (2k).

What power supply do you have? Software cant tell you this, only looking inside of your pc can.
The psu should have a ton of wires coming from it and should have a sticker on the side.

My pick for GPU upgrade in your system is a GTX 1660ti.

It is about all you want for 1440p gaming since your cpu would limit more expensive cards at 1440p or 1080p. This card will play gtaV at about 72fps at 1440p high according to gpucheck.com but needs a decent 450w psu.
