Why is my brand new gefore gtx 960 bottlenecking only on gta 5 with low settings

Every time i start gta 5 with my new gtx 960 it bottlenecks at about 23 fps on every type of settings from low to very high its all the same.
All the latest drivers are downloaded so i know its not that.

Have you installed the latest gpu drivers from Nvidia?

If you have an Xbox One controller, unplug it and see what happens. I dont know what has been going on but lately the xbox one controller drivers have been seriously messing with my CPU causing a massive bottleneck inespecially GTA V. Simple fix is to leave it unplugged until you reach the main menu.

Weird I have no issue with the Xbox controller. Using a 980 ti and i5 6600 though.
