Question Why is my computer getting super low frames on the lowest possible settings

I recently revamped my entire pc

GPU: RTX 2070 super
RAM: 32GB
CPU: Intel i7

Im trying to run my games on the recommended settings based on my hardware but it struggles to run at all. i turn down all settings to low and it still struggles. I have reinstalled drivers multiple times and nothing seems to work.

i have an i7 8700, a corsair cx750f, and the stock intel cpu fan.
the strangest thing is i was having no trouble whatsoever running cold war at really high settings last night, same with cyberpunk, now my pc can barely run fortnite at the lowest settings and really struggles to even open cold war.

Have you monitored your temps under load?
Usually a sudden change like this could be a result of thermal issues.

i think they were around 85 when i was playing

If you can, check again now that you are having performance issues and also keep an eye on clock speeds, both CPU and GPU.

These are the current temps while idle:

CPU: 54
GPU: 39

Clock speeds:

CPU: 4300MHz
GPU: 300MHz
