Why is my computer only using 3 GB on 16GB RAM

I am trying to convert Videos from Gopro app but my computer is only using 2.5 GB.. I have Corsair Vengeance 16 gb 1600 mhz. Please help how to utilize all my ram.

Most of the application on a computer won't use all the ram, even playing the most demanding games on PC won't use 16gb of ram... You have no worries to have. It's normal mate.
