Question Why is my Computer So bad?

Please explain to me what is going on. Is my motherboard killing the performance or something? It there a setting I should be aware about?

Just found my answer, I have a biostar x370 motherboard and there is a switch called LN2_SW1 and when its on everything turns to a lower speed or what ever but when it is off I go back to normal speed. https://www.userbenchmark.com/UserRun/15984940

Perhaps your mainboard has a manual which might explain exact details of said switch specifically...?

(A quick google search says it enables 'slow mode', which clocks the CPU at it's lowest multiplier, approx 800 MHz...; yep, that will do it!
