I have a fairly new PC with Ryzen 3700x. although my CPU is utilizing 5-10% my clock speed is at 4.2 Ghz, I didn't manually overclocked it or anything. the base frequency shows 3.6ghz. I want to know if that's a problem or everything gonna be fine. only 3 months old

Solution
if it shows as max speed still, can you look in power plans?

right click start
choose power options
under related settings, click Additional Power Settings
Are you running AMD Ryzen Balanced Power plan or AMD Ryzen High Performance Power plan?
if on 2nd, it is why you always at max speed as it runs CPU at 100% all the time.

what is showing that speed?
Where are you seeing the speed?

Just curious as windows 10 always thinks my 3600XT is going at max speed when really its idle.

try using Ryzen master or HWINFO, they are about only 2 accurate measures

what AMD power plan are you on?

Windows may not be accurate, I would either download Ryzen Master https://www.amd.com/en/technologies/ryzen-master

or HWINFO - https://www.hwinfo.com/download/ as they likely to be closer to reality.

task manager is always wrong on mine
