Build:

Intel i3-8100 3.6GHz
1*8GB RAM
GTX1060-3GB
MSI B360M Gaming Plus

My CPU has recently started working much harder. My CPU fan starts blasting full on, when I open games that previously ran with no trouble. I've seen my CPU working at 80% when running online book software (miEBooks). The games I play are not that demanding. It's mostly TW title games (Rome 2) and small games like Unturned.

My pc recently did have a bluescreen and a bootloop problem, but I did remove the RAM and reset the CMOS and it did fix the problem.

This is very concerning for me, because my system heats up a lot.

Solution
cpu load is very ambigious and can be caused by a lot of things. if anything took more ram, cpu have to recalculate things. it can be AV being agressive, windows update, mitigations of meltdown or virus.
check what does take the cpu in percentage inside the MS task manager.
