Question why Is my cpu usage and gpu usage both around 50 percent and I am only getting 45 frames

I have a gtx 1070
Intel core i7-9700k
32 gb 3200mhz ram

none of my cores are bottlenecking either. They are all sitting at the 50 percent range and my graphics card is at 39 percent usage and I’m only getting 43 frames.
