Why is my cpu working at 42%

I have intel i5 3570 3.40gh cpu and a gtx 1060 3gb gpu. On some games like Titanfall 2 I hear popping sounds. Also I cant run games like watchdogs 2, battlefield 1. So I did a performance test on userbenchmark.com and while my gpu is working at a normal speed, my cpu is working at 42%. What are some solutions to fix this?

If you are running at too high quality settings for your Gpu , the CPU will be at low level of usage. Lower the quality to medium, and see if CPU utilization increases.

Well I cant even run them on the lowest possible settings. It doesn't matter what I choose its still about 15-25 fps.
