[SOLVED] why is my framerate at a fixed fps?

core i3-2100, GT 1030 DDR4 4GB

I have this old PC and I am playing Shadow of the Tomb Raider
(yes, I don't know how but it can still play modern games)
my problem is that fps is stuck in 10-16 fps on BOTH lowest and Maximum graphics. It is kind of weird since fps are supposed to go up when you lower your graphics right? in my case they don't.
Vsync is also off, I'm at 100+ fps on loading screen lol.

is the CPU the problem or the Graphics card? or something is wrong at my Nvidia graphics settings?

I mean, it's an i3-2100; that's a Sandy Bridge era i3. CPU probably just can't handle it.

The reason FPS isn't going up between "medium" and "low" is because most of the improvements are going to be on the GPU; the CPU is still doing more or less the same amount of work.
