why is my framerate so low with a nvidea 970 and amd eight core processor?

My graphics card is a Geforce GTX 970 with a AMD FX-8320 Eight core Processor and im getting 35 fps on games like csgo or blade and soul at medium to high graphics setting and get constant fps drops form 85 to 35 with 8gb of ram also
 
Monitor your hard drive activity, either is a program running in the background, think Windows Defender on Windows 10 or your computer is infected.

In the worst case scenerio your Hard drive might be failing, but this is noticeable if you look at the average response time and read/write speeds of your drive.

Like SlayZombi said, there is no way you can get such a low fps in those games with your specs
 
First, open up the task manager on Windows. Run your game in windowed mode and use the task manager to monitor the disk or CPU activity, and see what kind of applications are running in the background occupying your system resources while you play.
 


A PSU doesn't ever "not have enough power". Theoretically, it could deliver infinite power, but two things prevent that:

1) The internals aren't designed to deliver wattages (heat) past a certain threshold, so the power supply literally gets burnt components and dies.
2) overpower protection or overcurrent protection kicks in and shuts down the power supply to protect it and the computer.

Low FPS wouldn't result from a power supply issue. Stuff like system freezes, blue screen of death, computer randomly shutting down, all could and is usually relative to the voltage of the current.
