Why is my framerate so slow?

So yesterday I built a new computer for gaming and started installing a bunch of software, I installed steam and TF2 to see how good games would look on the PC and it worked great! I turned off the computer and came back today to play again and the frame rate right now is horrible - around 10fps and I have no idea why.

At first I thought it was because my internet was just being slow because it's an online game but I went to the offline practice mode to check and it's still slow. I've done a virus scan to be sure I've got no viruses even though I've been extra careful in what I've downloaded, apparently there's nothing wrong. The computer works fine for everything else including internet browsing but it's only when I go into steam that it starts to lag massively. It's also not a heating problem, I've checked CPU/GPU temps and they're fine.

GPU: Gigabyte GeForce GTX 760 OC Edition 4GB
CPU: Intel Core i5 4690K
RAM: G.Skill F3-10600CL9D-16GBNT 16GB (2x8GB) DDR3
PSU: Corsair CX-600 Modular 80+ Bronze Power Supply
Motherboard: ASUS Maximus VII Ranger Motherboard
OS: Windows 8.1

Does anyone have any idea why it's being so slow in games? It's an above average PC so I don't know why unless there's a faulty part maybe, if so how could I tell which one?

Do you have the latest drivers? :) http://www.geforce.com/drivers/results/80913
Also check your power plan, maybe your pc is trying to save some money on the power bill and making YOU pay for it with low fps :)
Control panel - Power options - set to High Performance and also modify the advanced power settings and set PCI Express - Link state power management to off :)
