why is my games lagging?

Hi

I have a PC i had for about 4 years. Last last night my power supply for one of my monitors blev out cuasing a power outtage in my appartment. I replaced the power supply with another one i had laying around and noticed that my monitor is still working fine, the power supply itself that blew smelled like it had burned on the inside.

After this something has happend to my PC. Games have started to lagg. I can boot the PC just fine. I can wathc HD 1080P movies without a problem but if i for example start CS:GO and jumps into a random server it lags wich has not happend erlier. It's not freeze lag but it slows down for a second, then works fine, slows down so that i cant play it at all. I updated to the latest catalyst drivers. When i runt the game the CPU & RAM are around 50% usage and the GPU is on about 15-20% in catalyst. CS:GO and all my games are installed on SSD drivers wich my Windows 7 also is. I cant se any errors in the event viewer so i am left wonder what has happend, why cant i play anything anymore after this?

the graficscard i use is a Radeon HD 7850. I took it out and tried using a radeon R9 270X that was in my GF's PC but the same thing happens, anyone know what this is or what i can do?
 


Yes, i have a 650W PSU wich has worked fine for all the 4 years i had this PC.

I made a litte example video of what happens in the game. I reinstalled in on another SSD and that did not help. the game even freezes for a few second when i open the Menu with ESC.

I just tried booting World of Warcraft and that worked just fine, not lag, nothing like in the video. I even started a 1080P video and ran it allong World of Warcraft on my second monitor.

So why would Counter-strike cause this problem? the menu problem that was in the video even happens in offline in the game menu before i have evne joined and oline game.
