Why Is My Gaming PC Running Slowly

About 4-6 months ago i built my PC I am using now, it has handled games fine until this week. All games seem to be running really badly. My PC is fine the rest of the time apart from 5 minutes after i close a game. On my desktop with nothing apart from Steam open my PC is using 15% CPU and bout 35% Memory, I don't know if this is okay but it seems to high for doing nothing.

I have ran multiple Virus scans (no virus's were found), uninstalled unneeded programs, disabled unnecessary start-up programs (I only have Razer Synapse 3 and Gyazo enabled), disabled GPU Overclock, unparked my CPU Cores, checked nothing was overheating(CPU highest - 70c GPU Highest 65c) and cleaned dust out of my PC (I know it will make little to no difference).

Motherboard: MSI B250 PC MATE
RAM: Ballistix ddr4 2666Mhz 8Gb (2x4Gb)
GPU: Zotac 1050 Ti OC (Overclocked)
Storage: WD Blue 1TB HDD
Storage 2:WD 1TB External HDD
Storage 3: 230Gb HDD I got out an old Windows 7 PC
PSU: Corsair VS450 (450 Watts)
Case: BitFenix Nova

Are all your drivers up to date? I doubt that’s the problem though. You stated that in the 5 minutes after you close the game, that it’s bad so that might be the Hard Drives(if it’s on the scavenged one the. You found the problem).
The CPU Usage seems high, but I don’t know how much steam uses as I don’t use it very often (don’t hate me). My old i7-6700hq idles at 2% tho.

What games do you play?

How do i see GPU usage. GPU temps were 55c-65c whilst in game

Steam only uses 0.5%-2% CPU.

My PC is slow for a few mins on all hard drives (I think) after closing games. I normal play ARK, GTA V, Forza Horizon 3, Fallout 3 & 4.

ARK and Forza run terrible all the time because they both are demanding games but GTA stutters a lot randomly for about 5-10 seconds whilst driving but then is fine even though my PC used to be able to handle it fine. GTA is on my salvaged HDD and used to be on my C (main) drive so that could be the cause for that. Fallout 3 runs fine because its not demanding and 4 runs fine most of the time i haven't really noticed any performance issues in Fallout 4 (they're both on my C drive). Forza was on my C drive (i am reinstalling it now because it was broken) but was stuttering constantly. I reinstalled some older Graphics Drivers and Forza ran fine for about 40 mins before constantly stuttering again.

Okay, I think I have solved it, I have unplugged my salvaged HDD and my PC is running a lot faster also I am now using Razer Synapse 2.0 instead of 3.0 because It uses less CPU power (3.0 used about 10%).
