Question Why is my gpu stuck at 300mhz pulling 250w?

My 1660 super is stuck at 300mhz while running furmark and games and pulling 250+ watts. I uninstalled MSI afterburner, used ddu to wipe drivers, installed most recent ones and its still not fixed. I reseated gpu multiple times in different slots and made sure the 12v connector was fully inserted. I also reflashed firmware and tried the gpu in other systems with the same result. Im not sure what else I could do to fix this problem. any suggestions?

you can try this method in command prompt run as administator

  • Run the following commands:
    • nvidia-smi -h (to check if the command is recognized)
    • nvidia-smi --reset-gpu-clocks
    • nvidia-smi --reset-memory-clocks
first 2 went through successfully, third said my gpu didnt support it, but no change in clock speed or power consumption before or after a reboot.
