Why is my gpu usage is not on 99% on triple AAA game

My specs:
Cpu: Ryzen 5 1600 (oc to 3.8Ghz)
Mobo: GA Ax370 Gaming 5
Gpu: Msi 1080 ti gaming x
PSU : fractal design integra 650 W

You'd need to monitor your CPU too (all threads), to work out what is happening. At a guess, some of the games are only using a few of the CPUs threads, and they'll be hitting 100% while others won't be doing much. Ryzen CPUs are great for their price to performance, but their lower clock speeds vs newer Intel CPUs often see them perform worse in games....which leads to lower than 100% GPU usage.

It's usually up to the developers if they made the optimization properly. Some games just run poorly.
If you dabble with sli at all you'll really notice that. What game are you playing?

at 1080p the 1600 is not fast enough to keep up with a 1080 ti
