Why is my GPU usage so low?

In Dead Space 2 i get 40-50% usage and 100-110fps, in FryCry 3 i get 70% usage and 80-90fps. is this normal? i have a amd fx 6300 and msi hawk radeon r9 270x and ive asked around and everyones reply said that they dont bottleneck so im just confused?

m new to pc gaming and i got told that the usage should be 99% consistently so i was concerned... i was just on frycry 3 and when i was playing if i look at certain places the frames drop to like 45-60fps and the usage goes lower of course aswell but when im swimming it goes up to the 90%s so is this because my cpu cant keep up with my gpu or what?
