Why is my new computer so slow?

ok i have a homebuilt PC, ***specs -NZXT Nemesis Elite case...Black
-MSI P45 PLATINUM intel p45 chipset
-CORE 2 QUAD Q9550 2.83Ghz--currently running at ~~3.0Ghz
-Windows vista H.P. 64bit
-8GB G-Skill DDR2 SDRAM 800mhz
-610W PSU
-1TB hdd
-30gb SSD
-GPU, a Sapphire 1GB*** and Vista says my CPU is randomly using 5-100% on 1-2 cores at a time, and it jumps very randomly from cores 0, 2 to 1, 3 and it does that for 20-60 minutes sometimes...
is that just Vista being vista and hogging my cpu? or do i need to change a setting..??
 
Vista being vista , windows being windows .

Indexing and archiving . have a look at processes [ or whatever vista calls it ] and you can see what program is using what resources . Then if you dont know what it does google the name for a description
 
That is almost certainly search indexing which simply HOSES performance, especially when you have an SSD. Simply Google how to turn off search indexing in Vista and you will be much happier with your system. Also, the indexing is completely unnecessary and you will still find files very quickly.
