[SOLVED] Why is my new RX 580 underperforming?

Im getting frustrated with my new pc which includes the Radeon RX 580 graphics card. Its only hitting 100 fps when it should be in the 200s. Monitor is running at 1080p, 120hz. Latest drivers for gpu. Any tips? My gpu is kind of sagging but im pretty sure that is normal, Temperatures are stable with both cpu and gpu.

200 fps on a RX580 is a high estimate for many games, even for 1080p. What games are you playing and on what settings? Also 8gb of ram will sure hinder the potential for high demanding titles.
Make and model of the GPU? It may have a dual bios and maybe you're on the "silent" aka lower clock speed bios. Also, saying temp are stable doesn't help much. Being stable at 90C vs being stable at 50C are a big difference. Only other thing I would say is what are you comparing your fps to? A youtube video showing the rx580s performance? If so, make sure the settings are the same. Another thing to check is what cpu, ram, etc that videos "benchmark" is using. An rx580 on a i9 with fast ram with get fairly significant higher fps vs your 2600 and ???? speed ram. Hard to say help without more info.
