[SOLVED] Why is my new RX 6950 XT performance so bad ?

I bought RX 6950xt 2 days ago from amazon and it lags and stutters in all games
I had rtx 3060 before

this is my setup
ryzen 9 5900x
32 gb ram in dual channel config.
nvme ssds
rx 6950xt

in many games like gta or red dead the card is not even detected, I have all the latest drivers and i have tried every single thing and nothing has worked to fix it!

Should i just retun it and buy a rtx 3090 ?

The PROBLEM IS SOLVED!
I was using a UPS and it was connected to my desktop incase of powerloss
maybe the ups wasnt providing enough power because now games have little to no stutter
it was a 900w UPS i thought i would work but that seems to be the issue

ive done that many times and toidaty i also did a clean windindows install

I don't think it's a gpu problem. I'd be inclined to believe it's a resolution issue.

Try playing with amds Virtual Super Resolution, give that gpu something to think about. Check to see if Freesync is enabled etc. You can also play around with in game settings, other than graphical, like setting a frame cap which should alleviate the stuttering.

the drivers were the first thing i did after i did a windows reinstall
bios is also updated and i have tested around with V sync and free sync

Th frames are super high and i have already capped them at 144 which is my display's max
i also tried to put a cap at 140 just incase that was tearing but it looks like normal stuttering and lag
My internet is 1gbps that inst the problem

My old 3060 was much better even if it has low fps
 
Freesync should take care of any stutters from the gpu. It aligns the monitor and gpu outputs. But that only works at monitor refresh or below. Vsync enabled will basically cap fps to set stages, refresh and then 50% of each stage in succession, so if you drop below refresh, you'll be into freesync territory. I'd enable both.

But try the VSR, it's in the Radeon settings. Can also change pre-renders frames, I believe default is 3, try changing it to 4. You need to bring the fps down into manageable amounts, if it's too high you will get stuttering as there's more frames than refresh can handle, so you end up skipping frames. This happens mostly around double the refresh or more, motion skips when a frame is refreshed, the next frame is skipped and then the next frame is refreshed on screen. That skipped frame makes motion look jerky.

"850w gold" is not a specific unit, its important to consider as some poor quality units run fine under moderate load, but can cause issues at higher capacity, hence why I asked.
Can you also link to the specific GPU listing you purchased? Amazon has been known to have questionable listings for hardware.

If you have integrated graphics, disable that when launching Red Dead. Only way it works with my 6600, but it runs like a dream
 
After Windows reinstall what were your usual application installs there after? Any peripheral or motherboard apps or utilities? What's listed in startup items in task manager?

Do you have graphics scheduling turned on? Type graphics in search bar and settings will be listed for this. Turning it on can help sometimes but not so much in other titles and can cause issues.

Record a video of stutters from your phone if you can and upload it to imgur.

What speed is your ram running at? Use cpuz to verify under memory tab. It'll show half the speed for frequency but times it by 2 to equate ddr.

Describe how you reinstalled windows. Was it a Full reinstall, back to factory new? Or did you do a standard reinstall where you kept personal files. Or was it a dirty install where you keep everything but overlay windows over itself.

When deleting the drivers, is that windows delete or DDU through safe mode?

It was a reset everything and delete my dfiles

Still after that i did DDU and then installed my drivers
I dont think its the drivers, ive tested everything and ive seen many people who get issues with this card on reddit

You can go the RMA route but what you're describing sounds like a software issue like others have mentioned. Have you tried to roll back to stable drivers from AMD? Check the Radeon settings and try an older driver standard. Have you tried your GPU in a different slot? I had a PCIe slot that crapped out and I thought it was my GPU changing PCIe slots seemed to work for me.
