[SOLVED] Why is my old fx 6300 faster then the new i5 10500?

I upgraded my pc some days ago, putting an i5 10500 with a TUF 460 plus and 16gb of 3000 mhz ram instead of my old fx 6300 with ASUS Crosshair V Formula-Z and 16 gb of 1866mhz ram.

The problem is that I noticed that the new build is by far slower than the previous one.
About gaming, I tryed Rise of the Tomb Raider and I've noticed just maybe a slight improvement (from 55 to 60 fps, with a gtx 1660 super and max settings), but for exaple in osu! I have some shuttering that I did't have before, expecially with high polling rate on the mouse.
But the real problem is when it comes to desktop. I tryed streaming with xsplit some videos in 720p (and than I tryed to start a recording too, with the result that the system slowed down more), and it was hard even to switch tabs, with the cpu running at 100%. While with fx 6300 it was fully operational and I could do what I want without even noticing I was streaming, even when streaming in 1080p or 4k.
Can someone help me finding out which is the problem?

Installing Win10 to almost any decent SSD from a USB installer these days takes about 4-5 minutes...(yes, updates take another half hour of restarts/update loops, and, another 20-30 minutes reinstalling assorted drivers and apps...)
Did you properly do a full, fresh install of Windows?
No I did't, could it be the problem? I mean, I changed mobo, cpu and ram, put xmp I mode and booted the old windows from the hard disk I used with fx6300, and than I installed the new mobo drivers. Installing a new version of windows would probably take me a lot of time, but if it's needed I can try.
 
You still have drivers and registry files for your FX system causing hiccups. You gotta flush 'em out.
