Question Why is my pc bottlenecking?

Hey!
I am in the progress of building a PC, well more like upgrading a little bit at a time. I have done some research and come to the conclusion i am bottlenecking. I think it is CPU, but my friend suspects RAM. May some of you inform me please? i am pretty new to building.

Specs:
Intel i5 4670k (OC 4GHz per core)
Corsair cms3 2x4gbx2
Geforce GTX 1070

What tests or monitoring have you done so far? A good test for a cpu bottleneck is to drop the resolution of the game, if your FPS stays about the same then yes your cpu is most likely the limiting factor. What games and resolution are you running?

In modern AAA games quad cores do struggle to keep a minimum of 60fps, my 4670k @ 4.3Ghz sees drops under 60fps due to the cpu maxing out.

Will try that, have been playing GTA V alot lately, and struggle there. 90-100% CPU usage, so considering swaping with a i7 4770(k) or i7 4790(k). Running 1080p, GTA seems to be the only game i am struggling on, could be settings but have tried so much.

Tried to put resolution to 1280x720 and not bretter, of not worse. Tried to bumb up some other setting aswell and almost No fps change...

I have i5 4670k @4.5GHz with gtx 1060 6gb @2152 Mhz and I think get around 60 fps pretty much constantly with everything on very high or ultra that being said I am only on 1366x768 resolution

That would suggest the cpu is the limiting factor.

Well, i wnat to play in a out 144fps since i have a 144hz monitor. Wil an i7 (4770 or 4790 maybe k) fix this? Or is IT then to buy New motherboard with ram and CPU? Because that i Will not do...

Well it depends, if you are going for an unlocked version of the i7 then your motherboard might not have these options unlocked for you to use.
That leads to you buying a new motherboard that fits your processor and allows overclocking.

I already have a motherboard and a unlucked CPU, so pretty sure the motherboard can handle IT. But keep in mind i am New to pc building and is by No means sure about that statement.

It will help but personally I wouldn’t recommend investing any more money in obsolete hardware where the gains will be limited. I’d say time for a new platform.

With Ryzen 3000 just around the corner and there are some big claims for improvements over the first 2 generations I’d wait and see what this brings.

I think the goal of hitting 144 FPS at 1080p on fairly high settings is simply unrealistic. A new CPU/motherboard won't get you to 144 with a 1070 unless you're quite strict with the settings.

Realistically, unless you have extremely high-end equipment, hitting 144 FPS in all AAA games, even slightly older ones, is an extreme challenge. That's the FPS that's ideal, but sometimes you just have to be satisfied with 120 or 100 or 90 or 80 and have G-Sync/Freesync.

I have had that idea, but i have abut 4-500usd invested in this computer so far, a ryzen upgrade will cost me 400usd ON top. And that is by the peice of ryzen 5 2600 in Norway, not sure if i have that much to invest yet...

So all in all, you think i should save up some money and invest in a New platform or just settle? Or any New recommendations?

Looking at Anandtech's Bench, the difference in gaming between an i5-4690K & i7-4790K is around 1%. Going to a Ryzen 2600X shows ~15% boost in GTA-V at 1080p. Mind you all of these benchmarks are run with a GTX 1080.
Then i probably will save up some money, and wait for the new ryzen to drop, and see what i can afford then.
