Why Is my PC doing this

I built a PC build it has a Intel i5-4460, Msi Radeon RX 480 4GB, ASRock H97 Anniversary motherboard,G.Skill RipjawsX (2x-4GB) ram,WD Blue 1TB Sata hard drive, Corsair Carbide Series 200R PC Case, and a Rosewill ATX 12V 650-Watt 80 PLUS BRONZE Certified Power Supply. It will turn on and all but the pc starts up and then shuts off like 10 seconds later nothing shows up on the screen but do you think it could be the motherboard or the power supply.

Did you connect the ATX12v, cpu fan and 24 pin??

Possibly ram take one stick out test it, and do same with other.

Go through this guide, the absolute most common issue is that they forgot to plug in the 4/8 pin CPU power connector:
