[SOLVED] why is my processor running poorly

I had someone install windows for me

On my machine I also had , high memory usage and symptoms like if something is consuming resources/processing power & System is under performing.

1. Settings > Search Background Apps turn off
2. Check if Windows Defender is scanning. Change its settings, turn off what ever is not needed. Do this by carefully reading what that setting means.
3. Check if, Windows Update is Running in background. Change Active Hours.
4. Try Changing Power Plan to High Performance, if it's on Balanced Mode. Again set it back to Balanced, else CPU will run at maximum speed all time that's not good as temperatures will be high.

it running fine in safemode, you didn't install anything.
