Why is my r9 280x getting 0.4gb vram?

Im pretty sure its not ament to run at 0.4 gb of Video Ram
Would the only fix be getting a new graphics card?

Is this 0.4GB amount appearing in a specific application? A particular game, or on everything?

Where are you getting this number from? Maybe it's how much is being used.
