Question Why is my top PCIE slot not working?

Specs:

-Radeon RX 5700 XT GPU
  • Ryzen 5 3600 CPU
  • GIGABYTE P650B 80 Plus Bronze 650W PSU
    [*]MSI B450 Tomahawk Max MB
  • 2x 8 16gb ram 2667MHz corsair vengeance ram
When my GPU is placed in the bottom pcIe express slot, the computer boots and runs fine. However, once it is placed in the top slot, the vga error light on the motherboard turns on and the PC doesn't boot. Any fixes?

I've already updated my BIOS, reseated my GPU 20 times, checked cables, and tried booting with one stick of ram. I also made sure the slot was clean. It doesn't look like there is any physical damage.

Assuming everything is properly connected when GPU is in top slot typically this means motherboard failure. If motherboard is under warranty I would RMA it, otherwise you can just use GPU in second slot until you feel the need to replace motherboard.
