Question Why is my Windows Desktop lagging?

My PC (Ryzen 5 1600AF, RX 580, 16GB CL17 2400mhz) runs completely fine, but highlighting icons on desktop has been behaving weirdly for a while now (video).
Does anyone have any idea of why this could be?

tries updating GPU drivers??

Maybe run ddu in safe mode, remove current GPU drivers , log back into normal mode and reinstall drivers
