Why is there oil at the bottom of my vrms?

I was cleaning my pc when I spotted a oily surface on my motherboard. I took out the motherboard and as a soon as I turned it around I saw two large spots of oil or oily residew in the vrms area. I have a msi 970 motherboard and I haven't done any over clocking to my fx 8350 or ram. I took off the heatsink of the vrms and found that the bottom of it where it is in contact with the vrms is really oily and shiny. Why is this a thing and is it bad? If so how can I either fix it or should I just get a new motherboard?
 
So is my motherboard broken or can it still be used? As I have also been having a problem where all games have recently dropped in fps such as gta which used to run at 60 fps solid even in the cities but now it is 40 - 10 fps with vsynic on and all textures set to low which is lower than it originally was. I checked task manager and it's saying that my cpu and ram are being used a lot eg 90% + and it's and fx 8350 at 4 GHz with 8 gb ddr3 hyperx ram. Could this have at thing to do with the motherboard?
