Why is this Labeled like this?

I thought Windows 8.1 wasn't going to have an OEM version. So why does this say OEM at the end on the item? Can someone please explain and help clarify?

Cause it says that it can be switched between pcs one at a time

Licensing conditions. You can't re-use oem like you can other versions.
