Why is youtube so slow?

I just ran dslreports stest and I have 15Mb down and 4Mb up.

Why is youtube stuttering playing 480p videos? I am completely lost here. It does the same on my Galaxy S4 if I connect to the wireless network at home. If I do it via 4G LTE, ZERO problems. In fact, I can run 720p without any issues.

Try 720p on my laptop? No chance. Won't even load. Sometimes 360p struggles....so I dont understand at all.

Any ideas?

This has been happening for the last 5-6 months for me.

utube doesn't cache videos. they did something recently that screwed everybody. they have a work around but can't remember what it was.

thought it had to do with caching or pre-caching or not storing info on your computer. can't remember what I read or saw....
