Why isn't my gpu running at a hundred percent when playing games.

Do you know why my GPU is not using it's full potential when I play games (mainly fortnite).

Specs:
CPU: AMD RYZEN 3 2200G
GPU Nvidia GTX 1070TI
Ram: 16GB(two sticks)
Motherboard: Gigabyte B450M DS3H
PSU: Cooler master: MWE 550
SSD: SU650 480GB

And do you know whether intel cpu's are compatible with my motherboard?

No, only Ryzen is compatible with that motherboard.

I mainly play fortnite so 100%

If your processor is maxed but the GPU is not, then that needs an upgrade.
Another option is to turn up the settings, higher settings put more demand on the GPU instead of the CPU.

So it has nothing to do with my psu?
If so, isn't my cpu more than enough to run fortnite at good settings?

Thats a different question.
Yes your processor is good enough to run fortnite.
However, its not an even pairing with a 1070Ti.
