This is how my game looks. Very choppy, glaring textures. My other games also looked like this in the past, even with different PC parts.
Seems to be an anti-aliasing issue or something. I remember changing anti-aliasing settings in one of the games in the past, dramatically reduced these bad looking effects but Star Citizen doesn't have that setting.

I use Nvidia card. GTX 1080. Latest drivers all around the board. Control panel settings are default. Tried changing those, tried changing resolutions, tried messing with the monitor settings as well. To no avail.
Game is running at 1080p, VSync on, Very high settings, 75 fps.

Please help. Other people don't have these issues...

Solution
I would try different cable connections between the GPU & monitor, if that doesn't help does anyone have a GPU you could borrow to see if it's an issue with the 1080? If it shows the same issues then maybe try a different monitor?

Turn of AA settings and try 2X DSR, see if that helps.

Star Citizen has been in forever Alpha status so it doesn't surprise me that there would be some graphical errors. Last time I played, about 3 months ago, it was still a bit wonky with the graphics and controls.

Nope. Didn't do anything.

I have same problem in War Thunder, but there I can set TAA or even SSAA. That does help. SC doesn't have those options.

Flickering and shimmering everywhere. Completely changed all the parts of the PC, did win and drivers reinstall, but the issue persists. DSR also doesn't help to fix the issue. Also tried different monitors and TVs and even laptop with integrated GPU has this issue.

Any ideas?
