Question Why my GPU is throttling?

Hello,
I recently bought a used HP pavilion 15 with 16GB ram, i7 4500U and GT 740m. Everything works flawlessly on the laptop except when I do graphical intensive processes. When I play a game or do rendering, the GPU and GPU memory clocks start to work as intended, but after a couple of seconds, they cap at 405MHz and I experience frame drops. The GPU starts to throttle and the perfcap reason is THRM in GPU-Z. But this is not logical since my GPU temperature is not exceeding 70degrees c.
How can I fix this?

Download HWinfo, see what that one says.

Closely monitor the temperatures, not just after the benchmark or whatever but while it is running. Of both CPU and GPU. Thermal throttling can also come from the CPU, which would hold back your GPU as well, and the way you put it, it seems to affect both anyways?

Some things to check, too. What is the used power plan? Are drivers and BIOS up to date? Is it a fresh Windows install, or did it come pre-installed?

Yes the CPU is also heating up but not throttling, CPU is reaching ~95C and GPU ~70C but only the gpu is throttling not the CPU.
I will download the software and get back

My pc was doing same kind of thing. The GPU was shutting down like it was over heating but it was only getting to 72Deg and the max was 84.

I put on new thermal pads and paste and it never happened again.

Ok but is this the only reason this could be hapening? I don't want to change the thermal pads and paste and get the same issue again. Also, is changing them possible for a laptop? And around how much would they cost?

on gpu like this thermal pads arent really necesary on vram, thermal paste on vram will work about same if there is heatsink on it, vram got really low heat ouput, you can check gt740 (normal gpu) pictures and all of them got no heatsink, laptop would probably have one

I am wondering. Could it be because I am giving to it a load it can't handle, so it's throttling or is there another problem?
I ran GTA IV on the laptop and it's giving me 15-25 fps on 768p, but when I am inside niko's house (at the start of the saved game), the GPU is going on full speed and the framerate is ~50fps, but when I leave the house the framerate drops and the throttling starts.
