Question Why my gpu is underperforming?

i have an rx 550 which in benchmarks did 150-210 fps in league of legends very high preset but in my system it does 70-140 fps on low preset. i think the psu is holding back the gpu the psu is 250 watts the recommended was 400 could it be the psu's fault and if so how do know what to upgrade to? and if it will fit and if all the cables would be right im not much a of a pc guy but i know how to do some things.
 
Well....now that I have a little more info.....the CPU draws 55 watts and the GPU 50 watts.....that's only 105 watts.....and I would be surprised if the rest drew 145 watts.....but also....we aren't sure you are getting the full 250 either.

Have you checked the temps?

Gpu runs max 70 celcius on the games i play. But my suspicion is the drivers the amd drivers were confusing. For nvidia cards its really easy. I dont think they are the right drivers i watched techdeals video rx 550 vs gt 1030. Rx 550 was constantly at 150-197 fps on very high same 4 gb of vram as me. Thats why i think ive got the wrong drivers.

hello its me again. i took a closer look at the psu its max wattage is 90w do you think that could be the problem? im just unsure
