Solution

"Lagging" Slowing down of a users Pc experiance vs "Laging" - State of doing nothing aka laziness

You're on a Laptop with an integrated GPU and 4GB of RAM, this is not a gaming unit so expect great compromise, here is what you can do.

1. Shut down every none critical process you possibly...

That would have an effect on higher settings at 1080p; but if you lower the resolution and settings then it should run half-way decent. It would be a good idea though, if you plan to play a lot of games or game a lot on this laptop to add another 4GB of system RAM.

not enough ram - 4gb of ram in win10 is bare min for word processing
not a high enough spec cpu - that thing runs at a base clock of 1.8ghz, and only boost on one core up to 3.2ghz, GTA-V needs a lot better CPU
not a good enough GPU - that's intel HD620, just no where near good enough

And though I can't see, I'm willing to bet you have a HD on that laptop, not a SSD, GTA-V runs sorta rough on HDs

Looks like a low powered low end laptop. probably not going to be good enough for GTA-V

i had tried to run it on lower settings but its still same and the main problem i saw is that my disk usage is always 100 even when i start my laptop it shows 60% of ram usage and my all the programs are off and when i starts the game it shows 100 disk usage and cpu usage are up and down always gpu memory is showing less than half memory is using and aand fps when game is loadig it shows apprx.200 fps and when the game starts ist sows 30 and when i start to run the player the fps goes down to 3 or 10 or in and the game stops in mid without giving any error message and i have to off my laptop with power button which is not a good thing i know

Question from ashokkuntal477 : "my gta 5 is laging and my pc specs are here please fix https://drive.google.com/open?id=1V8Qw3yu-8ZYNwQ1MaS6Ts3wCWVGMJunK"

Because loading the game (the loading screen) doesn't use the GPU. The actual game starts when you get in the world and can move around.

"Lagging" Slowing down of a users Pc experiance vs "Laging" - State of doing nothing aka laziness

You're on a Laptop with an integrated GPU and 4GB of RAM, this is not a gaming unit so expect great compromise, here is what you can do.

1. Shut down every none critical process you possibly can run just the game itself.
2. Pay close attention to game settings, it tells you how much VRAM you are going to be using
Use the following and see what happens.

1280X 720p
FXAA= Off
All Density settings set to 30-40%
All Quality settings set to Normal
Anisotropic Filtering= Off
Ambient Occlusion= Off
Soft Shadows= Sharp
Post FX= Normal
Long Shadows= Off
High-Resolution Shadows= Off
Extended Distance Scaling= 50%
Frame Scaling Mode= Off

Lag should be gone but expect the following.
VRAM usage is going to be around 500-800mb
GPU usage will be around 80-100% all the time
RAM usage is going MAXED most of the time.
CPU usage will be 70%-99% Temps will be high
FPS will be 16-30

Another issue here is whether you are using a Hard Drive or SSD, with a Hard Drive hitting that 99% disk usage will make the entire system go to a standstill and nearly crash the game, which is why it is important to only run what you absolutely have to.

I have a Laptop here with the same specs I was replacing the screen on, I just tossed on GTA 5 to see what would happen.
