[SOLVED] why my GTX 1070 perform not well (slow)

Hi Guys,Masters, and Guru

So i start building my PC around 2017, and the only part that i buy 2nd handed (used) is my EVGA GTX 1070 FTW ACX 3.0 and my case, other than that is brand new.

before i bought my self 144hz monitor i don't really concern about getting 100fps++ (play on higgest preset) and then after i got 144hz monitor i start concerning about getting 140fps++ and then i realize that i can't get 100 fps++ stable

the game that i played the most is R6 Siege, CSGO and GTA Online with lowest preset. On R6 Siege i can't even get 140fps stable mostly stable at 120ish fps, on CSGO i can't get 180fps stable (i know 180fps is more than enough, but still for GTX 1070 that is small number of fps), and for GTA Online is the worst, i can't even get 90fps stable. all preset for those game is the lowest available in game.
i've tried to re install windows with clean installation but nothing happend.
Thermal is not the problem since the GPU temp is stays between 40-50c
is there anything wrong with my pc?

R5 1600 @3.8Ghz all core watercooled
Asrock X370 Gaming K4
EVGA GTX 1070 FTW ACX 3.0 watercooled
G.Skill Ripjaws V 8x2GB @2666
Superflower 650W Gold
Adata SX8200 Pro 256GB as boot drive
Samsung 860 Evo M.2 500GB
Seagate baracuda HDD 1TB

so i've just compare between my pc and my brother's pc with in game R6 Siege benchmark, his pc use R5 1600x and Gigabyte GTX 1060 6GB dual fan with 16GB ram @2133Mhz, the result my pc get 174fps average and my brother's pc get 177fps

Well, your question here is completely different to what you were on about in your last thread.

1070 isn't enough for those frame rates clear and simple.

A Ryzen 5 1600 is already 3 years old and not ideal for high refresh monitors. A 1070 is a few years old and although very capable, not extremely powerful to push high refresh all of the time.

Take GTAV for example:

Even a 5ghz I9 9900k and GTX1080 won't push 144fps in GTAv at 1080p. The clear increases in FPS as the CPUs get more powerfull going up the chart demonstrate that all of these results are CPU bound.

So even when unrestricted by GPU, your not going to get anywhere near 144fps with an R5 1600. A CPU upgrade would merit more performance surely, but maybe still not 144fps.

Now, in other games, you can likely get to the performance you want with the performance bump from an upgrade. You need some upgrades to go high refresh. A RX5700xt and R5 3600 would probably push you closer to where you want to be for most games.

what if i only upgrade the CPU to 2700x? is that enough?
because i can't afford another GPU

I would probably look more at the 3600 or higher. I have a 1700x overclocked to 3.8ghz. cinebench r20 says my CPU is a little faster than my friend's 2700x at stock. But many games with a 1660 super, which is basically equal to a 1070, I'm doing good to get 80-100 fps on a 144hz monitor. I suspect my CPU holds me back a little. But thinking I either want to buy a 3600 and overclock, or hold out for ryzen 4000 series.
