Both pc desktop and laptop have windows 10 pro 64 , and both are connected to the same networking.
The pc desktop is connected with a cable to my router and the laptop is connected to the networking of the router wireless.
In the pc desktop and in the laptop I did the same settings:
Control Panel > View network status and tasks > Change advanced sharing settings > in Private selected: Turn on network discovery and sub option: Turn on automatic setup of network connected devices. and also selected: Turn on file and printer sharing.
same settings for Guest or Public (current profile)
then in the bottom: under Public folder sharing > Turn on sharing so anyone with network access can read and write files in the Public folders.
and under File sharing connections > using 128 bit encryption and turn off password protecting.
The same exactly settings on my latop.
Then right click on a folder I want to share and the files inside right click with the mouse on the folder then properties then selected the Sharing tab clicked on SHARE...
Then typed name and added Everyone and gave it all permissions including Read/Write
screenshot from my pc desktop:

on my laptop I opened file explorer and, on the left, clicked on Network and then I see my pc name and when I make double click on it it's asking for Username and Password.
if I turned off password in the settings why it's asking for Username and Password ?
this is screenshot from my laptop:
