Question why my memory clock + gpu clock are on max while not gaming ?

my gpu:
ASUS DUAL RTX 3060 Ti V2 OC

-multiple monitors plugged into gpu. Low load power use will be higher than setups that run just one monitor to the gpu, as it's been a long time unresolved driver issue
-wallpaper engine.

i know about the wallpaper engine but still when i turn off it i still have the issue.

Also, I have only one monitor.
