Why my monitor is doing this?

Solution
It's not likely to be economical to repair yourself.

If you simply cannot be without your monitor for a few weeks, your options are pretty much limited to buying a new monitor.
You could buy a new one, send yours for RMA then sell either of them once you receive your monitor back.

Your alternative leaves you without a monitor - or leaving it as is (which doesn't look practical at all)
If the issue persists with various ports, systems & cables (don't forget to rule out a defective cable!), then that would appear to be an issue with the monitor itself.

As far as "why".... there's either a manufacturing defect, damage, or something has aged past the point of functional.

Old or New monitor? What monitor specifically?
If within warranty, contact the manufacturer.

If it does this on more than 1 computer and all inputs then it's almost certainly the control board for the display in the monitor itself. Most likely it won't be worth repairing unless you want to do it yourself. Most shops will charge you more than the monitor is worth to repair it unless it's a fairly high end monitor.
